Vintage Free Blown Fancy Ornament

We are not sure of the origins of this piece. The metal cap is very unusual. This could be from a post-war Soviet bloc country. Painted zigzags circle the indented-bottomed base. A fancy trim of white paint circles the column. The top is silvered. There is some tarnish showing on the silvered top area (refer to photos).
